In her work with the Partnership for Gulf Coast Land Conservation, Julia provided clear, consistent communications through a website, newsletter, policy statements, and reports. Julia used a variety of communications vehicles to help the conservation community increase the pace, quality and permanence of land conservation across the region.

In the aftermath of Hurricane Katrina, the Gulf Coast Research Lab needed help rebuilding the Marine Education Center (MEC). Weaver assisted the MEC leadership with building the engineering and architectural team, working with various funding streams, and keeping the core values of environmental sustainability and educational excellence front and center. The new MEC has been recognized nationally for its sustainable design, including a recent Top Ten Award (https://www.usm.edu/news/2020/release/marine-education-center-named-best-in-country.php) from the American Institute of Architects. The MEC is the only building in Mississippi to ever receive this designation, which awards 10 outstanding projects each year based on design excellence with environmental performance.
